Step 3:

Click on the Adjustment Layers icon in the Layer palette. I usually adjust Levels (blacks, midtones and lights), and for this one, I also adjusted the brightness and contrast.* You're aiming to make the lines as visible as possible without blowing out the darks (and making it look like a Xerox).
