She's a third generation magical 'girl'. Where the wand is passed down from mother to daughter to be the next magical girl guardian. Whereas the magic work for anyone of the bloodline, and Joel found that out when he found the wand in the couch cushions looking for the TV remote. Joel is the new magical girl, his sister is free to do what she wants, and mom is very pissed about the situation. Mom is now training Joel to be the magical guardian and Joel ahs been less than spectacular in 'her' duties. Needless to say, Joel's slacker lifestyle ended with gaining the wand, a skirt, and the job of hunting the Yoma.
