Thought I'd give it a shot. Seemed fun~

So, let's see...
"Anime" - the easy one, evident in the overall art style and character appearance.
"Halloween" - also fairly straightforward, with the witch design. The NYAF colors of red and yellow went well with the traditional orange and black of Halloween, giving her a nice autumn palette.
"New York City" - represented by a bright and energetic girl with a marked affinity for apples, against a backdrop of the NYC skyline as adapted from the official NYAF logo. In light of the NYC theme, instead of a more classical witch's garb I went for an outfit that seemed a little more modern but still retained a sort of gothic feel.
