Thank you everyone for your comments. :D I used photoshop 7 to sketch it out then I brought it over to Paint Tool Sai (OMG this program is magical at line art~~) Then I brought it back to photoshop for color.
To do this kind of paint style of coloring I set the brush to occupancy 20% and flow to 39%. To make the objects pop more you add in unexpected colors. Like the sun is colored with oranges and yellows, but I also added purple.
