I love working with colored pencils, too.
They are easy to use. And your right, it works better if you do it by layers.
But I mostly use paper with a little rough in it bec if it is too smooth, the color won't attach anymore if you are going to add more layers to it.
I would suppose that the rough paper would be better for blending because when the colored pencil goes over the lumps in the paper, bits of the colored pencil will come of like chalk or pastel. This causes more blending to happen when you blend it I think. It may have more of a texture though compared to copy paper.

Do you know if colored pencils blend better on rough paper rather than smooth paper? Or vise versa? :3
