Kaita Village Council
The group that governs the Kaita village and handles judicial matters. It is made up of the heads of established families and a representative (currently Lady Mizuki (Akibana) Morita). The members of this council are usually chosen by bloodline, but if the next in line is unfit, the elders can elect qualified candidates through a majority vote.
