Gate Collision
The dimensions shift like tectonic plates. When the balance between them becomes unstable, dimensional boundaries may come into contact and create holes, bridges, tunnels -- in other words, portals. During times of political unrest, these irregular portals are security risks that can be (and have been) taken advantage of. Of course, if the Gates come into complete contact, they will be gradually destroyed.
The Keys are tools that reset and lock the positions of the Gates when they've shifted.
