This city reminds me of Mabase. The dispersing smoke from the power plant, like a barrier allowing entry to no one, nothing. Sort of boring, nothing really happens that's too exciting. It seems to me that the place is a tornado sucking in parents who need job promotions and dragging their children with them like baggage, maybe wishing for the kids to grow up in the drab of the town, and becoming like the residents, stripping originality from them. The voices could maybe be trying to convince her of this transformation.
