Heya!
Hi! In this WORLD, I'm going to give you links to some really good freebies that'll do some pretty sweet things with your fan art.
I only link to freeware and shareware, in other words stuff its legal owners uploaded to places like Download.com or to their own site for people to use for free and enjoy.
To kick things off, here are some links to some great image editors.
First up is GIMP. This proggy is a classic. It has earned a really good reputation over the years. People say it is about as good as Photoshop! I've seen some pretty stunning work, both photo composition and painted, done with GIMP.

Another good program, Project DogWaffle is more focused on painting and pixel art.

Here is Paint.NET. I’ve heard many good things about this one. Its popularity is second only to GIMP. I’ve seen good stuff made with this puppy! It’s simple, but good.

If you just want to resize or crop a pic really quickly, then Irfanview is an excellent choice. I use it all the time in conjuction with stuff like GIMP! It is mostly an image viewer, so don’t expect too much out of it aside from that and resizing stuff.
