Terror in Resonance (Zankyou no Terror)

Plot: Six months after stealing plutonium from a nuclear plant in Aomori, two boys going by the designations "Nine" and "Twelve" transfer to a school in Tokyo to strike a government office, the latest target of one of their attacks. The two form a terrorist group called Sphinx, so called since they leave riddles on video sites for the police to solve. A classmate of theirs, a beleaguered girl named Lisa, sees Twelve planting bombs at the government office, and she's offered a choice: become an accomplice or die. (A)

Art & Animation: A+

Voice Acting: A-

Music: A

Objectionable Content: Blood, mild profanity (Considerably little for something in this genre and demographic)

Other: This series is chilling and beautiful at the same time and intelligently written. It keeps you guessing about what the aim of the two anti-heroes actually is and what their next move will be -- they've obviously got a beef with someone in power over something that happened when they were young, and piecing the clues together that will answer why they do what they do keeps you coming back for more.
