Chang Wufei, and presumably his wife Meiran, whose death is explained in the Episode Zero manga. The scan is from volume two of the Endless Waltz Novelization. Meiran fought for justice, calling herself "Nataku," and it was in her name that Wufei fought at the start of the series, even going so far as to call his gundam Nataku.

I love this picture and I really wanted to do something with it for my desktop. I did another version with words on it, but I like this one better.
