In case you can't read (and you don't know the song) the text is "I was made to hit in America," from the song "Hit in the USA" by the Beat Crusaders, the opening song for Beck Mongolian Chop Squad. Those people are the members of the band, Beck.

I haven't made a wallpaper in a while, and got some creative inspiration from watching this series. It's a good show, and the music are also wonderful. Some are infectious and can get stuck in your head for days. ^_~
