This took about an hour I think? I wasn't really paying attention.

+I first started with the image in the center
+A bluish background, and a black background on two separate layers
+I used brushes to erase stuff on the black layer which would make the blue layer underneath appear.
+Then I made a layer with white circles and used a splatter brush to erase parts of the circles to give it that cracky look.
+I used my own x brush with a black diaganol pattern on it across the center
+Used a glowy brush with a linear burn I believe it was of a lighter blue to light up the the already visible blue.
+Added the text brother with the font Charlemagne Std and then I changed the effects on that to exclusion with some noise
+Lastly added some arrows on the side and played around with it until it looked pretty.
