If they said one month, than that may be what it is. With the backround, if you went to Edit Design under the Worlds tab in your backroom and changed it from the default color scheme or put a valid URL in the bg space and then saved it (button on the bottom) it should change. If you're doing this and it's still not working, go to the Contact Us page with the button at the very very bottom of any TheO page and contact about the technical difficulties.
I think there is a 3 month waiting period to access the chatrooms. So after you've been here another month, you should be able to get on. Then after 6 months or a status promotion to Otakuite++ you can create rooms in the chatroom
