I messed with the contrast so the man's face and coat would stand out more before testing with the variation to make everything darker. I had to select the wall and house to alter the contrast before doing this. After I managed this, I continued to play with the midtones of the variation so everything had a dark blue hue to it. After I did this, I selected a new layers and put in a beam of light, blurring it entirely so it was only slightly lighter than the remaining image, before flattening the final image and adding a little more blue to the overall image. When that was done, I was finally done.
