this is a character from a game called psychic force which came out in the 90's used to have this on my playstation console.anyway one of the reason why drew this is because i am still crazy about the game and the artworks inspired me into drawing anime.
oh! i almost forgot, the stuff on his arm is an ice dragon, i am not very good at drawing ice.
