Phe is a rookie detective for the emperor's secret police in the 29th century. She belongs to the elite team of Counter Play, a group of a select few that show exeptional traits of stealth, agility, strength, or charisma (Phe has agility and stealth). Phe's father created Counter Play to hunt down wanted criminals.
