Done entirely in MS Paint with a Bamboo tablet.
(If you don't have one and you want to do art digitally, you should get one. Some tablets even come with art programs like Photoshop. Bamboo's probably the cheapest tablet you can get right now. But it still works as good as Wacoms ;D.)
