You've gotten a lot of comments on da background, so maybe my idea won't help(most likely)...
but maybe...like something dark(or darkness) cascading around her,,,I dunno

umm background.. hmm.. i think maybe like a really rainy kinda storm cloudy sky. real dark and stuff. maybe maybe! depends upon the wonderful artist!

Really cool. It is VERY VERY well drawn. For a background Hmmmmm.... Sorry can't think of one, but try drawing some backgrounds on some copies of the pic until you find one that fits.
...I believe that it requires no background. It has captured my senses and refuses to let them go...The look on her face, the skull, it is all rounded beautifully together by the detail and the colors...however, if you truly wish for a backdrop, then I would suggest either a sunset, or a cloudy day, maybe have shark fins in the distance, suggesting her (the mermaid) association with death and danger...
